There is a hiking trail named "Penguin Cradle Trail (3110347)" (https://www.openstreetmap.org/relation/3110347#map=13/-41.1747/146.0641&layers=C)

And if possible I want to download this trail as a GPX file so I can upload it to my gps app on my phone.

Is this possible?

AFAIK not from the OpenStreetMap website. But, with you can using other tools like Waymarked trails in which you can select a relation and download it as a GPX. That relation in particular seems to have some gaps though.

You can download a GPX with overpass-turbo too. Just select export and save it in GPX format.
