Ignoring tagging for renderer:

amenity=police was tagged on the building, instead of the compound
landuse=commercial is "misinterpreted" as any office and non-industrial service activity.

It's true there are no widespread-enough landuse= tag for similar complexes hosting multiple POI-s/functions with common properties (although not a problem here), when you look at =institutional, =police (cf =military), =prison, =civic, etc.
