Roads in OpenStreetMap are classified by their importance in the road network and/or their intended use. Our wiki describes the different categories. Люди будут метками ставить определенные участки дорог, или из общего списка выбирать тот участок дороги, на котором какая-то проблема, или участок нуждается в ремонте.
