I've noted that it's quite common that empty space is left in the map. A typical case is where forest cover don't go fully up to the shore line, then empty space is left to the water. Or if the forest cover does not go all the way up to the roadside, empty space on both sides of the road is left. Yet another example is when the road is very broad somewhere for some unclear reason (ie it's not strictly a parking) empty space is left for the road width.

My understanding is that a complete map really should have cover everywhere of something. On the other hand I have no idea what to tag those wide empty road areas with.

Please do leave empty space wherever you are not sure what to tag. Do not browse the landuse catalogue until you find something that you like the colour of ;) It is true that some people take a "colouring book" approach to mapping and are not satisfied until every last piece of land is filled with some polygon but that is not helpful at all.
