OpenStreetMap is not made to map mobile objects like cars. Adding the image is out of discussion.

www.openstreetmap.org certainly isn't. But there are countless other maps and applications out there based on OpenStreetMap. Why should it not be possible to have an image of a car on one of them. Hence my question, what map Eeegon was asking about.

It's still useful to have this answer because help content isn't intended to help just the one asking them, but also people searching for the same or similar questions later. Eeegon may have a particular map, library, application, etc. in mind, but someone else may arrive here for different reasons.

You are right. We must question Eegon, what map? If he/she is thinking to add it to the OSM standard tile layer that is not a good idea. But as you say there are apps based on OSM that can add a layer on top of OSM standard tile layer. Thinking on uMap, Leaflet, Mapbox studio.
