Howdy Can OpenStreetMap be used as a WMS (Web Map Service) for example in Qgis or Global Mapper and if so what is the host location>?

There are different organizations and companies that take OSM data and offer WMS services. A few are listed on this wiki page but there are certainly more out there. If you are looking for a specific style or region someone might be able to point you to a more appropriate provider.
