What this typically means is that on your phone you're using a website (such as OpenStreetMap.org) that can ask your phone where it is located. When you first run your web browser if you would like it to be able to access your location, and when you first browse to a website and it asks for your location you will be asked again.

In order for us to help you you will need to tell us whether in fact you are trying to access a website on a mobile phone, what website it is, what phone it is and what web browser you are using.
