Hello, new to mapping. How do sites like AllTrails/HikingProject work? Specifically, what needs to be done on the backend to allow users to upload gpx files on the site that all publish to the same map? and then be available for download to other users?

I'm not quite sure what you are actually asking, but AllTrails is simply one of many, in this case, commercial, OpenStreetMap data re-users.

As far as I know they do not interact in any other form, with OSM. GPX file uploads to them will remain on their site and have nothing to do with OSMs GPX file upload that is geared towards supporting mapping, and not primarily for documenting routes or trails.
