I want to know what tools to use in order to deploy vector maps of the whole world, I have used tilezen stack but it’s documentation isn’t that helpful so I am stuck.

A bit more information about what you're trying to do would help (e.g. vector maps for what sort of device - would OsmAnd be a solution?).

Web maps basically, like the one on osm website but with vectors instead of rasters , self hosted

There are different apps and styles to use tilezen data, did you check this?:
