Good day.

I cannot access the following url: openstreetmap.org a.tile.openstreetmap.org b.tile.openstreetmap.org c.tile.openstreetmap.org

opentopomap.org a.tile.opentopomap.org b.tile.opentopomap.org c.tile.opentopomap.org

I'm trying to create a mobile application using map with osmdroid package which will work on using pulse secure vpn.

Is there a legal option to download the tiles (very few) for my offline implementation ?

Or should i have to contact any System administrators for getting licence for it ?

If so kindly provide me any contact like email id to get clarified

You have asked about several different URLs. These links should be visible with no problems. Do your DNS work well? Any other things you could say about this problem?

There are some use limitations for tiles itself although quite general and not too strict, please look here:

I don't think that those pages are blocked at the OSM side. My guess is that the VPN must have some type of filter that is blocking the URLS
