I am working on a machine learning project which requires me to be able to detect water vs not water a t a pixel level. I was wondering if it is possible to download the underlying vector layers that have water labeled to match with a satellite image. For example all the water in maps is a specific blue color. Is it possible to download vector data from maps that will have water labeled as that blue?

There's https://wiki.openstreetmap.org/wiki/OSMCoastline (https://osmcode.org/osmcoastline/) but it doesn't cover large lakes or rivers.
