Who (and when) checks my changes when I check the box during upload to double-check my changes?

There is no fixed process. Your changes go live immediately; they are just marked with that little "hey if someone has the time maybe check this" note. Some QA platforms, most notably OsmCha, will allow people to see new changesets - either all, or just in their area - that have the "review requested" marker, and they can then have a look and comment on it. There's no guarantee that anybody will look at your changes though - and as I said, they will go live no matter what.
