Hi all I'm relatively new to OSP and would like to improve the accuracy of walking tracks in a bush-land reserve. Due to heavy tree cover the GPS data is unreliable. I would like to use a plan sourced and scanned to .jpg from the local Council to underlay as background the tracks including a watercourse etc. Any help is appreciated. Daniel

Technically (assuming you are using iD) your best bet is https://mapwarper.net/ which should in the end give you an URL you can use as a custom imagery source.

Legally: have you actually gotten permission to use the plan on terms compatible with OSM, if not you should get that before using it.
