Does your town have a name and a country? Did you try to fix it yourself?

This doesn't look like 25000 inhabitants. Did you mean 2500?

It is mapped as a village in OSM (with the name Kotli rather than Kotli Tungal) https://www.openstreetmap.org/node/6942530377

Why its not coming on facebook city/town list like other town in my country

We can't know why your town is not listed at Facebook. You have to contact Facebook support for this at osm@fb.com.
