Hi, I have found a .shp file with the location and names of a very large number of villages in Malawi. I think the origin is from Malawi's 2018 census, but I'm not sure about licensing and ownership.

My question is how OSM could include these place name features, and what to think about before adding them. Another issue is how to practically transfer the data to OSM. Obviously I don't want to mess things up!

In case you have not seen them, the import guidelines are available on the wiki here.

The licensing issue will need to be resolved first, the wiki page above has a section on this. OSM permits a wide variety or uses and doesn't impose many restrictions "downstream" so is quite strict on what can be imported.
