So, I currently map in the Chinatown area of Honolulu. On July 13th they will close off one of the streets for pedestrian foot traffic only (from a certain time to a certain time) The next day, the street will reopen to cars. What is the best way to map this?

The simple answer: not at all.

For regularly reoccurring situations or ones that are going to be in place for at least a couple of months, it might make sense to record them in a suitable fashion in OSM.

However in the case at hand the information will long be stale before it even reaches potential users.

There are other approaches to making such data available that could be considered, but directly adding it to OSM clearly isn't.
