Creating a Participation Event HeatMap

Hi Guys!

I'm new to OSM. I want to do the following:

I'm organizing a big participation project in my Home Town and somehow I want to set up a map where:

I can organise on street-level if and how many people joining the project (like: 100-50% = HOT, 0% = NOT, and everything between.)
People can register / join by a button, positioned right AT there own street
I could add photographs of events
I could personalise (if people want) and show the participants to the city (world).

Can someone tell me where to start? Cause at the moment I really don't know where to start..
