Why not ask your question on the new OpenStreetMap Community Forum?

How do I add open data imagery for the City of Cape Town (South Africa) from their Open Data Portal to the OSM web editor? There is an option to add Custom Imagery, but it isn't quite clear.

This and other imagery is already available for OSM. See Grant's diary post from 2013 and the browsable map of the Editor Imagery Index (ELI). These should be available natively in editors which use ELI.
