Access tag for Dienstfahrzeuge der verkehrsbetriebe frei

Hello,

What would the access tag that needed to be added for "Dienstfahrzeuge der verkehrsbetriebe frei" board under a red colour circle in Germany? Any help on this will be greatly appreciated.

Is that at the access to the Verkehrsbetriebe premises? I'd use vehicle=private in that case.

Or ist that somewhere on a otherwise public road? Then maybe vehicle=no, bus=yes would fit better. That would be more precisely for "Linienverkehr frei" but comes close.
