Would like to know who to contact for a change request to OSM data? I work for the North Carolina Department of Transportation and have official documentation that an Interchange has been opened to the public near the Raleigh/Durham airport. OSM currently shows it as, Under Construction. I have the plan sheet that shows how it should currently exist. I did see in the Maxar Premium Imagery (beta) that it could be digitized in from the imagery. I don't feel comfortable making adjustments to this Interchange because of existing relationships with other roads. Any help would be much appreciated.

I would suggest that you contact the US OSM community directly. Either via their mailing list or the slack channel see https://openstreetmap.community/ for more information (simply click on the US for links).

But I would suggest you give it a go in any case, editing OSM is not difficult, and in the worst case you can ask somebody for help on slack or irc.
