Hello, is there a way to download dataset with all the administrative boundaries in the world (up to level 4) as polygons with their names? Everywhere I looked people recommend https://wambachers-osm.website/boundaries/ but the site doesn't work for me.

Not sure if it will fit your need, but there is this : Simplified OpenStreetMap boundaries download (outdated 2014).

But otherwise, I'm afraid you'll have to do it yourself from a planet file (see this question for example).

Wambachers' service seems out for good, the code nowhere to be found, so it might takes some time before an alternative comes up !

According to the only issue there, it seems that it's not complete. I was just relaying a call read on the forum, I did not look myself.
