I can download streets as lines, but is there a way to (bulk)download street blocks (polygons) for a specific area as in the picture below ?

No, there is currently no way to get ways as polygons, tesellated or not, without you doing the processing.

What you see in the tiles, depend on rules in the "style" that is used to create a bit mapped image from the data, and width etc of the lines is determined rather late in the process (so current implementations of vector tiles wouldn't help you either).
