Using the JOSM relation editor, how do I add an existing route relation (child) to an existing parent relation? I think I'm close to figuring it out, but it just doesn't seem to be very intuitive.

Ha! I finally figured it out through trial and error. Wow, that is not easy, but it's working :)

perhaps you could describe the process, so people stumbling on your question later can learn how to do it.

I was afraid someone might ask for that. I'll work on trying to put it into words that make sense and post it in a few hours :)

The last few steps of this tutorial describe it for public transport relations.

That tutorial, along with its images, is much better than anything I can add here. I'd recommend it to anyone with the problem I had. Good job, InsertUser :)
