The operator of that service was faced with some serious hardware issues. It's being worked on to get the service back up but that may still take some time. source (German)

You could get the boundaries from Overpass Turbo if you cannot wait. That will be some heavy extracts for the country of China, though. Search this help site to get some clues on how to best do that.
