Private access roads

Are the roads wich have no public acces included in the maps? For example: http://commons.wikimedia.org/wiki/File:Eugies_aanloop_route_van_stelplaats_naar_Wasmes.jpg An ex vicinal railway route, now used as an exit road for public transport buses.

Yes, if the road exists on the ground, then it is worth mapping on OpenStreetMap.

Though you should use appropriate access tags to specify who is allowed to use the road. eg in your example, you could tag it as access=no (or motor_vehicle=no), plus bus=yes. Plus any other access tags as appropriate.

OSM data may be used for a variety of different purposes, so it is useful to include these roads. eg someone might want to use it for planning routes for buses, so would want these bus-only roads. Or even for people who are not allowed along it, it is useful for navigation. eg if someone gives directions that say "take the 3rd road on the left", they may be counting private roads.
