First. OSM was created in 2004, so you can't go back to 1992 in the history files. But I think I will have to disappoint you. OSM does not have real historical data. You might see what OSM had at a particular date, but that does not mean that the data at that moment in time was complete. The date on which an object was added to the OSM database is in many cases not representative for the moment the real world object was created.
