Many maps around my area have the name of the location as clearly visible headings above the maps themselves. Should these be tagged using the name key?

According to the pure rules it should not be done. name should be the name of the object itself and I doubt many information boards do have a name. One could use description= to tell what is described on the information board/map.

So far the theory. In practice name= is commonly used with information boards to state what is shown on the board. Often that would be something like "bird life in xyz reserve" or even only the name of the location itself as in your case. Since it is pretty obvious boards do not have names and that the name in that case refers to the content shown there is not much harm done using name in this sense.

To cut a long story short: It's up to you.
