How can I upload the changes that I make in JOSM to my local server that runs on localhost:3000?

The JOSM wiki has a page explaining how you can configure a server.

This tutorial suggest that JOSM will not accept tile sources from local host. If there is a similar restriction for local OSM instances then the workaround linked to from that page might also be a solution here.
