Why is Bolivian Customs on the wrong side of the border?

Google shows it on the proper side of the border.

But wait, that means this monument is wrong too?

Here, consistent with imagery, we see several images with the blue arched big and little roofs. We also apparently see the monument in the picture with the van.

All I can say is the green "REPUBLICA DE BOLIVIA" sign placed before the blue big arched shelter with the smaller blue arched shelter to its right more matches Google's version of the border.

Wait! indeed we read the real border is 33 meters east of the monument! So Google is right and OSM is wrong!
