What is a "Special Use Zone", as found in the National Hydrography Dataset? Is this some data that needs to be retained?

According to a web search, it's "An area where distinctive types of maritime activities occur", which isn't much of a clue:

Special Use Zone 45400 feature type only: no attributes
Special Use Zone 45401 Special Use Zone Type | dump area; Operational Status | operational
Special Use Zone 45402 Special Use Zone Type | dump area; Operational Status | abandoned
Special Use Zone 45403 Special Use Zone Type | spoil area; Operational Status | operational
Special Use Zone 45404 Special Use Zone Type | spoil area; Operational Status | abandoned

I would imagine that you'd need to pick an example local to you and see exactly what sort of feature it refers to, so that you can decide what actual data it's worth recording for it. Importing meaningless tags from another source doesn't really help anyone.
