Offline map tiles for large areas

Good day,

I am considering building an app that will require offline map tiles of large areas (i.e. north america).

The scale would be between 1:50 to 1:75, and there is no need for street detail. The map will be used by students for training at 40000 to 45000 feet. So no need for detail, just general outside view were POI will be added.

What's the recommended way to go about this, keeping in mind that the area is large and may extend to more than north america shortly.
