Col de la Lombarde is not routable. Why?

The road over the Col de la Lombarde has conditional access restrictions and it appears that Graphhopper implements these (for instance Davos->Susch routes over the Julier Pass not the Fluela or Albula passes: the latter are closed in winter). OSRM however will route directly from Torino to the Col de Lombarde ( (I have no idea how recent OSRM data might be though)
