Col de la Lombarde is not routable. Why?

The road over the Col de la Lombarde has conditional access restrictions and it appears that Graphhopper implements these (for instance Davos->Susch routes over the Julier Pass not the Fluela or Albula passes: the latter are closed in winter). OSRM however will route directly from Torino to the Col de Lombarde (https://www.openstreetmap.org/directions?engine=fossgis_osrm_car&route=45.068%2C7.682%3B44.203%2C7.150#map=9/44.6375/7.4634). (I have no idea how recent OSRM data might be though)
