How do I create a new OSM Wiki page?

One easy way to do it is to type the name you want to give to the new page in the search box. At the top of the search results you'll find a link to create that page.

But if you are unfamiliar with the Wiki better have a look at its internal help site first to get you started: https://wiki.openstreetmap.org/wiki/Wiki
