I have been able to bring a shapefile into JOSM, but once I bring in the shapefile I can no longer see the underlying data that I had downloaded from OSM. I am not sure what I am doing wrong. I have successfully worked with my personal gpx files and with imagery, but I have not been able to get the shapefile to work. I can see the shapefile and change the tags, but I cannot see the underlying data.The underlying OSM data only appears as a very faint image that I cannot manipulate.

The shape file that I am using has only a few objects (streams) that I generated from hydrology data in QGIS. I was able to import it into JOSM without any error after I loaded the data plugin. Any help or advice is appreciated. Thanks.

I assume your shapefile layer consists of solid objects, which hide the underlying objects from the OSM-layer.

You can change the order of the layers, as well as change the opacity. This explained on the JOSM wiki LayersList page.
