How can we upload the .osm file to the openstreetmap. it is the file which was download during the saving the edited data. when i uploaded the data it was buffered for a long time, so i download the .osm (change.osm ) file . there is more than 100 edits

If you have downloaded OSM data and edited it locally you can use at least JOSM and Vespucci to upload the modified data assuming that you actually saved your changes in a JOSM compatible format (that is with additional XML attributes to indicate what has changed).

However you might be wanting to do something completely different, so I would suggest amending your question with some more details.
