Probably the best bet is to use QGIS. You can use XYZ tiles and create a print layout with a different orientation than N up. One way is changing the angle of the canvas, but it is not perfect because the map canvas is specified in terms of a bbox. The other allows you to rotate the map in the canvas. Screenshots of the two techniques below.
