Is there any way to edit the info on openstreetmap and not upload the information. At the same time I want to have the same edited information on JOSM to create an OSM file. Or is it just better(easier) to edit on JOSM? Is there any alternative?

I guess he wants to create a OSM file by using Potlatch instead of JOSM without uploading anything.
