Sorry again for bothering the community: I found out, while looking over the map of Georgia, that in several cities there is lots of Geo missing. The cities of Batumi and Khashuri nearly completely disappeared :( Others I have not checked... e.g. here: http://www.openstreetmap.org/?lat=41.64467&lon=41.63406&zoom=15 The Geo is not rendering on the map, neither is it present when opening podlatch2 for editing.

Can this be vandalism? Or is there some work in progress (e.g. a large import), and the geo will show up again in several hours?

I'm afraid this looks like vandalism.

Most changesets by karveli seem to involve deletion of nodes, ways, or tags. They signed-up for OSM only a few days ago. I have sent them a message asking that they explain the rationale for these edits to the community.

In the meantime it is best not to edit in the area as this will make reverting these edits easier if this is required.

I think the edits are quite obvious : it is pure vandalism. Don't expect any reply from this person and revert as soon as possible !

I was looking a little on some changes, and besides blind destruction (most geometry in certain cities deleted), it also shows some "political message", as the disputed and internationally accepted borders of the countries / regions of South Ossetia and Abkhazia were deleted. (No discussion about the topics of Abkhazia and South Ossetia intended here!) I agree on Pieren - restore the old version. Maybe ban this user?

I agree that there seems to be a "political" dimension to these edits: they are being reverted right now. The reverts can themselves be reverted if these prove to be valid contributions: I have not received a response yet.

You should report this to the OSM-F data working group: http://wiki.openstreetmap.org/wiki/Data_working_group. Only they have any say over blocking users.
