As per above wiki page, An open green space for general recreation, which often includes formal or informal pitches, nets and so on. Often municipally owned, sometimes part of colleges / companies or commercially operated.

There is a space which meets all the above criteria but is not green. It is used extensively for recreation, is municipally owned but is not green.

Can non green open spaces used for general recreation owned by local govt be marked with the landuse=recreation_ground tag?

I wouldn't worry too much about the absence of green. We'd have to invent zillions of tags if we wanted to fit all real world objects into an exact tag definition. What counts is that your recreation ground fits the purpose of the OSM one.
