Two routers I tried (OSRM, ORS) did not route on the highway=service line 178383235 https://www.openstreetmap.org/way/178383235 despite it is public. Do they avoid maxheight and maxweight highways?

I suspect the routers don't want to route over the lift gate down the road which has no access tag allowing passage. Since your service road is oneway it would be a dead end and the routers could have excluded it from the routing graph.
