The wiki has an article on Conditional restrictions where such a speed limit is used as an example.

Note that routing engines are unlikely to process the conditional restriction because they will usually not allow you to specify which time of day your route is for.

Since recently OsmAnd does support conditional restrictions (with some limitations).
