My son has just calculated the average times to negotiate 134 intersection types and wants to use a Street Mapping program to add an algorithm to give the best route that avoids left hand turns and minimises traffic lights. Can he use OpenStreetMap to do this?

Yes, that is possible. It seems similar to the work that is presented in this video during SOTM US 2019.
