How I can perform operation like mapping, matching, SHortest path on OSM data without using API.

Install processing software on local machine, download OSM data and run software locally. For making maps, see switch2osm.org; if by "matching" you mean search/geocoding, see nominatim.org; for path finding, check OSRM or GraphHopper.

Another option that should work is to download a OSM on Garmin .img file ( free) but choose a routable one, search the wiki for one. With that file on an SD card, a memory stick or a garmin gps pluged into your PC that map will display using Garmin Basecamp and with the map selected, plotting a route between two points should generate the sortest route.
