How I can perform operation like mapping, matching, SHortest path on OSM data without using API. |

Install processing software on local machine, download OSM data and run software locally. For making maps, see switch2osm.org; if by "matching" you mean search/geocoding, see nominatim.org; for path finding, check OSRM or GraphHopper. |

Another option that should work is to download a OSM on Garmin .img file ( free) but choose a routable one, search the wiki for one. With that file on an SD card, a memory stick or a garmin gps pluged into your PC that map will display using Garmin Basecamp and with the map selected, plotting a route between two points should generate the sortest route. |
