Is there statistics for OpenStreetMap completeness on cities (every countries) ?

It depends on what you consider "complete". If somebody was so inclined, they could map every individual tree, every kerb on every road, etc., so it's possible for a city to never be "completely" mapped.

I know there are attempts to measure "completeness" by comparing streets and named places in OSM to official lists for Germany and Switzerland. Sorry, I cannot offer more.
