Local nominatim instance shows Crimea as Ukraine only

Hello everyone. I've installed nominatim server locally using this guide:

and imported full Russian map from geofabrik. But using search API shows any Crimean location as in Ukraine and Ukraine only. Using Crimea only, South Federal District and osm dumps from Overpass yields the same result. As far as I understand, OSM policy at the moment is to show objects as Ukrainian and Russian both. https://nominatim.openstreetmap.org, for example, yields Sevastopol both as Russian and Ukranian. So what could be a problem? How can I yield both results from local server?
