I sometimes see sidewalks (e.g. http://www.openstreetmap.org/?lat=48.190038&lon=11.642101&zoom=18&layers=M see „Fußweg Hofäckerallee” or „Fußweg Föhringer Allee” ) along regular town roads be painted separately?

I don't think that this is a good idea, it's useless, confusing and jamming the map with redundant information (If there's a road called „Hofäckerallee”, it does not make sense to paint the walkway with the name „Sidewalk Hofäckerallee”. If you draw both walkways, then there is three times the name of the street.)

Please observe the FAQ for this site. You do not want an answer - you want a discussion. This is not the place for discussions; you'd best take the issue to the talk or the tagging mailing list.

Note that OSM allows you to find out who added the name to the sidewalk, and to send them a message; so if you want to find out why they did it, maybe you should just ask them! It is possible that their motivation was to provide better route instructions for pedestrian routing - "follow Fußweg Hofäckerallee for 200 metres" is more useful than "follow footway for 200 metres".
