I am working on this small Wikipedia project that shows the radio ranges, and all I need to know is how to create shapes, either by inputting an algorithm or manually.

I made a mockup of what exactly I'm trying to do.

It's difficult to see what relevance this has to OpenStreetMap.

(nothing to do with OSM, but) perhaps have a look at the Leaflet tutorials? You can use Leaflet to display tiles from an OSM-based tile server, and some of those tutorials explain how to overlay information.
