How to alter big osm.pbf file?

For example, I have new-jersey.osm.pbf, I want to split some ways and add tags. I have tried JOSM. I cannot open this file(I have installed the pbf extension so I can just import pbf file). It took an hour or so. Is there other options to do so? Please help me. Thank you so much.
