How to tag a vehicle testing facility?

2

There are huge vehicle test facilities (proving grounds). Where the automobile industry can test vehicles especially during research. Examples:

How these should be tagged? The closest I found was amenity=research_institute but that doesn't really appropriate since the primary activity in these places is not research, especially not in the field of natural science. I feel like these should be tagged with industrial=proving_ground or industrial=vehicle_proving_ground to avoid confusion with a military proving ground which should be tagged with military=training_area.
